The RC-135D was one of the earliest dedicated reconnaissance variants of the C-135 family, converted from tanker airframes and fitted with signals intelligence and electronic intelligence collection systems for strategic reconnaissance missions along the periphery of the Soviet Union and other denied territories. Rivet Brass was a specific SIGINT collection program operated by the 55th Strategic Reconnaissance Wing, tasked with gathering electronic order of battle intelligence — identifying, locating, and characterizing Soviet radar, communications, and missile guidance systems that would need to be suppressed or avoided in the event of war.

The 55th Reconnaissance Wing, based at Offutt AFB, Nebraska, was SAC's premier strategic reconnaissance organization and one of the most consistently deployed units of the Cold War, with aircraft and crews forward-based around the Soviet periphery at all times. Flying long, lonely missions in radio silence along some of the most dangerous airspace in the world, the crews of the 55th accumulated an intelligence record that shaped American war planning for decades.
