The Chicago & Western Indiana Railroad was a terminal and belt railroad operating in the Chicago area and the owner of Dearborn Station — one of Chicago's great downtown passenger terminals. The C&WI provided the connecting trackage that allowed the tenant railroads using Dearborn Station — including the Atchison, Topeka & Santa Fe, the Erie Railroad, the Grand Trunk Western, and others — to reach the terminal from their main lines. As both the owner of Dearborn Station and the operator of the connecting belt trackage, the C&WI was an essential but behind-the-scenes piece of Chicago's railroad infrastructure, handling a significant volume of passenger train movements through the heart of the city despite its modest size.

Combine Car #40 was a heavyweight combine — a car combining a passenger seating section with a baggage or express compartment in a single carbody — and it served a particularly unusual dual purpose on the C&WI. The car operated in commuter service, carrying passengers on the railroad's local runs, while simultaneously serving as a newspaper delivery car, transporting the daily newspaper bundles that were a critical and time-sensitive cargo in the era before electronic media, when morning and evening papers had to reach newsstands and delivery routes across the city on tight schedules.
