The Cedar River began its career as a Pullman Plan 7499 36-seat diner built by the Pullman Company for the Great Northern Railway, where it served in the GN's passenger fleet — the same car type as the GN diners that operated on the flagship Empire Builder between Chicago and the Pacific Northwest. After its Great Northern service, the car was acquired by the Chicago & North Western Railway, renumbered as CNW #450, and given the name Cedar River — named for the Cedar River, which flows through the heart of CNW territory in Iowa — for assignment to the railroad's executive business train.

As the dining car of the CNW business train, the Cedar River provided formal dining service for CNW officers, board members, and distinguished guests traveling on the railroad's private executive consist. The acquisition of a former revenue dining car for business train service was a practical and economical approach that gave the CNW a fully equipped kitchen and dining room without the expense of purpose-built equipment, and the Pullman Plan 7499's 36-seat capacity was well-suited to the formal dining requirements of executive railroad travel.

The Cedar River pairs naturally with the other cars of the CNW business train fleet available from Out of the Box Models, including the CNW 410 Budd 10-6 Sleeper, the CNW Budd Big Dome Night Club Cars, and the CNW 422 Iowa River Presentation Car, to build a complete and historically accurate CNW executive consist.
