What distinguishes an inspection car from a standard business or private car is its large rear-facing window — a defining feature that allowed railroad officers to observe the track, roadbed, structures, and right-of-way passing behind the train during line inspection trips. This oversized rear window gave railroad superintendents, chief engineers, and executives a clear view of the railroad's physical condition as the car traveled the line, making it a practical working tool for track and infrastructure inspection as well as a comfortable executive conveyance. The combination of inspection functionality and business car appointments made these cars the preferred equipment for official line inspection trips, where railroad officers needed both the ability to observe the railroad and the facilities to conduct business and host guests along the way.

The Fox River — named for the Fox River of northeastern Illinois and Wisconsin, a waterway running through the heart of the Chicago & North Western's territory — was part of the CNW's business and inspection car fleet, used for executive travel and line inspection duties across the railroad's extensive network in the upper Midwest. When Union Pacific absorbed the CNW in 1995, the Fox River passed to UP ownership, which rebuilt and retained it as UP #420 — continuing its service as an inspection car under the UP banner and preserving a piece of CNW heritage within the Union Pacific fleet.
